The Reds suffered second-half agony at Clifton Lane, losing Lewis Robling to a serious injury and then conceding two late tries to lose 23-16.
Two penalties apiece by Sam Katz and Rotherham's Will Robinson saw a scrappy first half conclude with the score 6-apiece.
With Robling and new signing James McKinney both forced from the field, a rejigged Jersey back line was able to take a 9-13 lead thanks to a Jordan Davies try converted by Katz, who added another penalty in the 66th minute to extend the lead.
With a home player in the sin bin, the Reds had the chance to nail down the win, but instead they were hit with a sucker blow of two tries in three minutes from Titans' winger Ben Foley. The first came in the right-hand corner as the ball was spun round; the second followed a lost ball by the Reds in midfield and kick ahead. With two conversions from Caolan Ryan, the home side had a lead they would never relinquish, and Jersey had to be content with a losing bonus point.
